Abstract

This paper examined the research and development in policy formulation and implementation at tertiary level of education. The challenges and ways forward were discussed. Research is therefore acknowledged to plays a very important role in policy formulation and effective implementation of policy in Nigeria education systems particularly, at the tertiary level of education. The concept of research and development, policy formulation and implementation were discussed in detail. Political instability, poor funding, inadequate manpower and material resources, lack of continuity. bureaucratic problems, corrupt practices of officer in charge, poor policy formulation are the challenges of research in policy formulation and implementation identified and examined in the paper. And suggested ways forward as provision of adequate funding, formulation of research standards and training institute were mentioned and discussed in the paper. The paper, therefore, concluded that funding is an important factor for research and development in tertiary level of education system in enhancing policy formulation and its full implementation in the system.
