TREASURY SINGLE ACCOUNT (TSA) AND LECTURER’S WELFARE IN FEDERAL UNIVERSITY OF LAFIA, 2015 - 2023

The 2020 industrial action embarked upon by the Academic Staff Union of Universities (ASUU) over the imposed enrolment of its members on the Integrated Payroll and Personnel Information System (IPPS) by the federal government as a result of the implementation of Treasury Single Account has generated a lot of problems in the Nigerian Universities system. In the Federal University of Lafia, many lecturer’s had unnecessarily cut down in their salary payment, the failure of the system to accommodate Sabatical leave program and the lack of recognizing lecturer’s promotion implementation among others. This paper examined the negative impact of the implementation of TSA on the payment of university lecturers in the Federal University of Lafia. The paper is premised on Marx’s Conflict Theory. Marx is of the view that human society is based on class relations, with opposing interests. The ruling class often imposes its rules to the detriment of the working class. The study used both primary and secondary data and content analysis as its methodology. The research reveals that, the rationale behind the effects of the TSA is that, IPPIS did not or has failed to capture the peculiarities of Lecturers in Federal University of Lafia regarding their sabbatical and visiting lecturing, non recognition of payment of their promotion arrears, and other allowances. More so, it negates the autonomy of the university system. Finally, the research recommends that, the federal government should accept the University Transparency and Accountability Solution (UTAS) proposed by the (ASUU) which accommodates the peculiarities of the lecturer’s in FULAFIA.
